The United States constitution requires a census every 10 years to determine representation of states in the House of Representatives, taxation, etc.
The 1890 census was going to take more than 10 years. Herman Hollerith, using punched card technology from the Jacquard looms for weaving patterns, with cards the size of a dollar bill (before it was later shrunk), automated the census.
Later, he was a founder of a company called
IBM (International Business Machines).

Historically, Augustus made three decrees for a census: 28 BC, 8 BC, and 14 AD. News happened much more slowly in those days. It could have taken several years for news to be disseminated and actions taken for such a census.
