Let us now go back and review 2 Peter, starting with an important part of 1 Peter.

Peter talks about "false teachers" and "social change".

1 Peter 2:13 Submit yourselves to every ordinance of man for the Lord's sake: whether it be to the king, as supreme; [kjv]

2:14 Or unto governors, as unto them that are sent by him for the punishment of evildoers, and for the praise of them that do well. [kjv]

2:15 For so is the will of God, that with well doing ye may put to silence the ignorance of foolish men: [kjv]

2:16 As free, and not using your liberty for a cloke of maliciousness, but as the servants of God. [kjv]

The word "all" includes the some that are in charge (subset property). This chain of obediance and submission goes from God down unto ourselves.

This admonition goes from bottom to top.

There does not appear to be a case for "social change". If one does what Jesus asks, social change may happen, but social change is not the goal in and of itself.

The KJV (King James Version) will often use the word "froward".

The word "froward" is opposite of "toward". That is, "away from" and is often used in the sense of "perverse" or "turned away from", is in the truth.

The Middle English word "froward" ≈ "turned away" as in "fro" and "ward".
The Old English word "fromweard" ≈ "turned away" as in "from" and "ward".
