Does this mean that one can rebuke someone who is not an elder? The wording is somewhat ambiguous.
Paul continues to cover all bases.

damnation" to those that do not follow the rules that he has decided to mete out? What measuring rule might he be using?

These are some of the same words used by Paul in 2 Timothy. However, there Paul intricately weaves together many themes.
A prequel can use some of the same words to appear to be from Paul, but without the intricate weaving of ideas, one wonders about the style differences.

How many witnesses are required for those who are not elders?
The Catholic Church later would have levels of witnesses needed to accuse a church authority. The higher the authority, the more witnesses were needed.
In Matthew 18, Jesus does not limit who can meet with another to ascertain "
every spoken word" and all the "
facts".

What Paul says here goes directly against what Jesus says in Matthew 18. There, once the facts are obtained, the facts are reported to all. Everyone then makes their own decision on what to do.
If what Paul says here is done, everyone should fear, not God, but church authority, to include the "
bishop", the "
deacons", and the "
elders".

This sounds like Paul is asking Timothy to take an "
oath". Jesus says specifically not to do this in the Sermon on the Mount. Why might Paul be asking Timothy to do this?
